This is a New Old Stock Mopar steering column upper bearing isolator insulator. Rubber piece that wraps around the steering column bearing to isolate harshness from being transmitted to the steering wheel. Includes grounding staple for horn circuit. Not for tilt columns. Original Mopar part.
